The Lower Usuthu Smallholder Irrigation Project (LUSIP) II
The overall goal of the Lower Usuthu Smallholder Irrigation Project (LUSIP) II is improved standard of living of the population of about 13,460 in the Lower Usuthu Basin area of Swaziland through an environmentally and culturally sustainable process.
The project has been mandated to extend the Main Canal South (MCS) to service irrigation blocks in the greater Matata area; a net irrigation area of 5,728 ha, consisting of about 5,273 ha of new irrigation area and 455 ha of existing irrigation to be brought under command of the LUSIP II canal system.
This project is funded by AfDB, BADEA, Kuwait and EIB and its lifespan is 6 years (2016 – 2022).
Objectives
The objectives of LUSIP II are:
- To integrate smallholder farmers into the commercial economy through the establishment of farmer-managed irrigation companies.
- To increase efficiencies in the sugar cane value chains
- To strengthen bulk water administration and infrastructure maintenance
- To improve the quality of life for people living within the PDA
- To attain efficient project coordination and management
Project Components
The LUSIP II extension project will comprise of six components:
- Development of the main canal conveyance system to deliver water to the Matata area.
- Construction of a tertiary dam system
- Farmland development on 7,273 ha.
- Farmer training
- Environmental mitigation and
- Project management

Key Achievements /Highlights
- Main Conveyance System completed
- 27 Farmer Companies Established
- Secondary Distribution System underway
- On-farm development underway
- 6 potable water schemes (PWS) planned for construction and will benefit a population of 15 925 people and 2 337 homesteads. Already 2 schemes have been established (Phafeni PWS & Gamula/Mahlabaneni PWS).
- 843 VIPs already constructed benefitting 5,901 households.
